How CELPIP Is Scored and What CLB Level You Need for Express Entry

CELPIP does not produce one overall score. It gives you four independent skill scores — Listening, Reading, Writing, and Speaking — each reported on a scale from M (minimal proficiency) up to 12. These CELPIP levels convert directly to Canada's Language Benchmark (CLB) system on a 1-to-1 basis: a CELPIP 7 in Speaking equals CLB 7 in Speaking, a CELPIP 9 in Reading equals CLB 9 in Reading, and so on, up to CLB 10 (the ceiling used for immigration, so CELPIP 10, 11, and 12 all count as CLB 10).

How each skill is scored

Listening and Reading are marked by computer based on your number of correct answers, then converted to a level using Paragon Testing's equating process — the exact number of correct answers needed for a given level can shift slightly between test versions because some forms are marginally harder. Writing and Speaking are scored by trained human raters against fixed criteria. Because scoring happens skill by skill, you could score a 9 in Listening and a 6 in Writing on the same test — there is no averaging across skills.

Why the per-skill scoring matters for immigration

Immigration, Refugees and Citizenship Canada (IRCC) requires you to meet the minimum CLB in every skill, not on average. If a program requires CLB 7 and you score CELPIP 9, 9, 9, and 6, you do not qualify — your Writing score of 6 falls below the cutoff even though your other three skills are strong. This is the most common mistake test-takers make when checking their results: they look at their highest score instead of their lowest.

CLB requirements by Express Entry program

Federal Skilled Worker Program (FSWP): minimum CLB 7 in all four skills to be eligible at all.
Canadian Experience Class (CEC): CLB 7 in all four skills for TEER 0 or TEER 1 jobs; CLB 5 in all four skills for TEER 2 or TEER 3 jobs.
Federal Skilled Trades Program (FSTP): CLB 5 in Speaking and Listening, CLB 4 in Reading and Writing — the lowest bar of the three programs.

Why CLB 7 is a floor, not a target

Meeting the minimum makes you eligible, but the Comprehensive Ranking System (CRS) rewards higher CLB levels with more points. For a single applicant with no spouse, first-language points work out to 17 points per skill (68 total) at CLB 7, 23 per skill (92 total) at CLB 8, 31 per skill (124 total) at CLB 9, and the maximum 34 per skill (136 total) at CLB 10 or higher. Going from CLB 7 to CLB 9 across all four skills adds 56 CRS points on its own, and CLB 9 also unlocks larger skill-transferability bonuses when combined with education or Canadian work experience. Language ability, all four skills combined, is the single highest-weighted factor in the CRS.

Does CELPIP give one final score like IELTS band 7.5? No. You get four separate skill scores (Listening, Reading, Writing, Speaking), each from M to 12, and each converts independently to a CLB level.

Is CELPIP easier to convert to CLB than IELTS? CELPIP was designed and calibrated specifically against the CLB scale, so its levels map 1-to-1. IELTS results need a separate conversion table published by IRCC.
