Why a range and not a score
CELPIP converts a raw score out of 38 into a level using published cut-off tables. This sample has thirteen questions, so each one is worth nearly three raw points — enough to move the result a whole level on its own. Reporting a single number would claim a precision the test does not have, so it reports a band instead. A full mock exam uses the complete question count and lands on one level.
IRCC reads your lowest skill
For Express Entry and most Provincial Nominee streams, your language score is the lowest of your four skills — not the average. Someone at CLB 9 in Reading and CLB 6 in Listening is treated as CLB 6.
